making a dress it has princess lines 1 centre front 2side frontsetc the fit is fine but slightly loose from waist down,but the fabric is puckering towards the bottom of the skirt seams so you get small folds between the panels. should i narrow the bottom of the dress,orunpick and redo seams,the material is slightly stretchy velveteen

Unpick, then lay out the seams out carefully before re-sewing to make sure one side isn't pulling the other. Sounds as if you have too much length in one side, or you've stretched it.

When I have a similar problem I hang my dress on to the hanger or the mannequin and pin the pieces together allowing the fabric guide me.
