I'm having trouble on this step. I'm not sure exactly what to do and there's no reviews here for this pattern yet. I'm attaching pictures of the instruction step # 21 and my fabric pinned in what I THINK is the right way, but I'm not POSITIVE, so before I stitch I'm hoping for some expert help from my friends here.

Any tips are welcome and really appreciated!!!

It looks like the tucks need to kind of overlap more. Did you mark the circles that are supposed to match up? If you hold the piece up as it would fall on the dress, does it drape like the illustration?

In the instructions, the tucks are pointing DOWN toward the hemline.

In your photo, the tucks appear to be pointing UP toward the waistline.

That is, to make tucks as shown in the illustration, bring the markings on the fabric together and pin the fabric at the marks. Then take the fabric fold that is created and fold it down toward the hemline. Repeat for each tuck. It is probably easiest to start with the bottom tuck, the one closest to the hem, then move up to the next truck, etc.
