It's called mongolian tibetian sheep curly fur. I guess you have to get all of those descriptive words in there.

(Possibly) Marabou down feathers. Joann's stocks them, though as I don't really fancy a boa, I can't speak for their quality.

I have some cushion covers made out of that stuff -- Mongolian lambskin, not feathers -- and absolutely love them (got them for next to nothing at TK Maxx some years ago). Almost everybody who visits our house ends up sitting with a cushion on their lap, stroking it like it's a cat

Feathers and they are not very expensive. Orange boa feathers at etsy. A blogpost with a boa scarf.
