Need help with Flounce

I am trying to sew up the Blouse #107 in Burda Style issue 8/2011 - can anyone explain how the flounce is actually sewed onto the garment. I have read the instructions 100 times and still cannot understand what they are saying.

I haven't made that one so I can't help you. In case it helps others, here's the link. Is it possible it's sewn into the neck and shoulders and hangs free from there? It's difficult to tell from the photo and the line drawing.

I don't have this issue. Could you tell us what the instructions are asking you to do and the shape of the pattern pieces.
