Burda Style Blouse #107 issue 8/2011 Need help with Flounce

I have read the instructions 100 times and still cannot understand what they are saying. ------ Dragana

In case it helps others, here's the link. Is it possible it's sewn into the neck and shoulders and hangs free from there?
