How do you measure a man's inseam? where do you measure from?

There are tape measures with a kind of handle or gripper on one end; you ask the client to position this handle where he would like the crotch seam to ride, and you note, on the other end, where the hemline should be. -- Edited on 4/6/12 10:57 PM --

I then measure from the crotch to the end of the cuff. That is the inseam measurement. I then undo the cuff, measure the hem turn-up and make the same measurement on the new pair of pants. The client always are pleased with the results.
