Where to put self-made casing in Waistband Skirt? Button down skirt also has elastic

Ok so what I did was draft a waistband to fit the button down the front of the skirt - made a smaller casing for 2 rows of small elastic to "fold" into the waistband - Should I place this casing close to the waistband seam sewn onto the skirt, or at the top section of the waist band?? What I have so far I know there is elastic you can buy and sew on to put it in here, but I'm using stash everything - Placement of where this should go will really help!! Are you making a seprate elastic piece becuase you don't want stitching on the outside? Can you post a picture of the waist on the skirt your copying? Then I might be able to give you some ideas on how I would recreate the waist. ------ Kelly
