That looks like a full gathered skirt with a bubble hem. It's hard to tell if the waistband is made of knit jersey (or some other stretchy fabric); I don't see a zipper, so that might be the case.

I don't know of a pattern exactly like this, but here's a good tutorial for making a gathered skirt, and here's a tutorial on how to make a lined bubble skirt, and another here that shows a different method (using elastic at the hem). If you go with the first method, your skirt would actually need 3 layers, since the hems on both the chiffon (or is that tulle?) and skirt underneath are bubbled. In other words, you would need - 1) a chiffon/tulle layer, 2) a second skirt layer (in your inspiration photo, it seems the second layer is slightly shorter than the tulle layer, which gives the little "halo" effect at the bottom of the skirt), and 3) a shorter, unseen lining layer to which you would attach the first two layers at the hem to form the "bubble". Hope that makes sense!

I think it might be easier to make this skirt on your own, using the tutorials above, rather than try to find a similar pattern. Hope that helps!
