I would like to make adress for a child whose body measurements fit size 3-4, but whose height is size 7.

It is better to buy a size 7 pattern and then take in the dress bodice (the skirt is full), or should I buy a size 4 and elongate both the bodice and the skirt?

She has very thin arms. Should I also take in the bottom diameter of the puff sleeves?

see if you can get a mult size pattern like new look. It would be easier to make adjustments. that is what i do for my granddaughter. she's into a size 5 but is age 7 years.

I would buy the 4 and lengthen. You may want to add a little length in the puff sleeve too. But with a back length and a waist length it will be an easy alteration.

I have the same issue sewing for my granddaughter. I use the size 3 but lengthen it for a size 5, I use multi-size patterns when available otherwise I adjust it myself.
