I'd think that anyone with a design sense could do this... I doubt there is a pattern unless someone took a regular sized pattern and scaled it down. I found a link to the pattern on Etsy after searching Ravelry for miniature crocheted sock monkey. There are several other cute designs as well by Mariella Vitale. All very tiny.
