1945 -draped neckline

BUT on most ppl that I have seen the drapiness is higher than it looks on teh pattern cover. is there a way to lower the drapeyness so its lower cut?

The neck is a separate piece like a big tube that is sewn onto the neckline. To lower it lower the bodice neckline to where you want it. Then I would measure the new neckline and add circumference to the tube to match.
