It's a cotton blend lace with fringe (it is not metallic), I've seen this lace without fringe at all, but I really like the scallop edge and thread fringe.

I just wanted a cotton blend with the extended eyelash fringe so I can dye it at home, I've never seen it anywhere. And I have just the silver charmeuse to back it with. Another garment dream slipping away!!!

The "hem" looks like a scarf panel that is cut appart at the solid to create the fringe except they didn't use it that way!

I've never seen a lace that still has that extended fringe on it, they're usually cut along the scallop or have just a little eyelash left on it. The closest I've come so far is B&J Fabrics

I love the tulip pattern but think it's too delicate for this skirt.
