Seems Too Short

This is my first ever project- making a leotard for my daughter. I am using the Jalie 3138 pattern and managed to successfully cut the size I needed and serge most of it together. However, the leg openings look very bunched and I'm guessing the elastic is too short? Anyone have any experience with this pattern and experience the same thing? Because I have pretty much no clue what I am doing so I doubt my judgement.

If this is the case I can easily add length to it for my daughter, but if I want to make these for other girls who I will not have in front of me to measure, is there a way to uniformly figure out how much elastic length I need to add for each size?

Thanks in advance for any help!

I have gone to Jalie.com and asked a question with quick, helpful responses.
