I am making a bridesmaids dress that has a silk chiffon overlay on silk satin(lightwieght).The dresses have gathered waists - do I gather the two fabric together? I have made the tw skirts separately but think that now they should be gathered together - any ideas?

I would gather them together, but only at the waist. And leave the chiffon out of the zipper if there is one. Just finish the edges where the zipper goes in the chiffon and install in the satin only.
