Need help with the top edge of a strapless dress

The bridesmaid dress I am making has a strapless bodice that has a ruched crossover over the bust. The fabric is very soft and and although I have used interfacing and boned the bodice, the top edge is very soft - any ideas on how to make this 'stiffer'? The dress fabric is silk chiffon(very very lightweight) over a silk chameuse, also very lighweight. The dress is lined with an acetate satin.

Did you think of easing it in a bit with some cotton twill tape? I did this recently for a wrap blouse but I heard of people doing it to help stabilize the upper edge of a strapless bodice.

If it's already almost done, and you don't want to change course on lining or interlining, maybe you could still just put a piece of like lining fabric over and cover some of that fake horsehair braid and even hand tack it along the inside of the top edge of it, if you felt it really needed it, and was not uncomfortable? I don't know what that might feel like to wear though?

Kenneth King says that basically the entire upper edge of a strapless bodice should be eased to twill tape, center front almost to underarms.
