Could I make this look "Anne of Green Gables" ? Fabric choices and a couple of alterations ?

Date: 9/2/12 2:29 PM Looks like I need more of a collar at the neck than a ruffle then. Longer sleeves. Thankfully, both of which *should* be easily do-able.
