My measurements say I'm a 16 waist and 26W hip. The most my simplicity pattern is a size 18. How do I "fix" the pattern to fit my pear shape?

Go to a Burda pattern instead. They are seriously multisized, and Burda has pretty much all sizes in one envelope (not always, but usually). When tracing off the pattern you go from the size lines for your waist to the size lines for your hips.

In this way, you wind up with a fairly customized pattern.

In addition, Burda has about the most anatomically correct crotch curve you are likely to find anywhere.

The OP would probably need a Burda Plus and they run from size 18 on up. She would have to nip in the waist but since few Burda Plus pants patterns actually go to the waist that might not be a problem.

She could try the Sure Fit pants kit but that is quite expensive.

My mother has a 20" difference between her hips and her waist. Those two different sets of patterns are hard to find on one envelope, so it's not easy to draw a line from the waist pattern line to the hip pattern line. I usually grade the pattern by hand, and add paper as necessary for the changes. I don't know if that's the best way to do it, but it works for me.

Another possibility is Kwik Sew misses - OP would need to add about 3 inches to the hips which is not much above normal adjustments.
