Design works software & tools Confused

I would get the software and tools and all I got was the software. Probably all my misunderstanding, but I am really pissed. Do I now need to purchase the tools? And how much r they? Ugh!

Sorry, I don't have a clue what tools are needed or cost. I am still using a fairly low end editing program. ------ re-living my youth through sewing...
