I'd like to make a skirt like this one

It is made from cotton fabric and has a tie waist (looks like it has a tie insert around the waist the waistband comes up slightly higher). I don't have a remotely similar pattern in my stash so after suggestions of either a commercial pattern or one I can draft.
Wondering if a half circle maxi skirt pattern would do the job?

The main difference between the pattern draft and the example you posted is that the rtw skirt has more gathers at the waist.
To do this you make the waist bigger, so follow the tutorial, but use a measurement for your waist which is larger than your actual waist measurement.
Alternatively, you can follow the tutorial exactly and slash and spread the pattern in a couple of places to increase the waist measurement - that would give a fuller hem too.

I'm also happy to buy a commercial pattern is there is one that is similar to the pictured skirt. Most I've seen are gathered onto a waistband.
