Birthday favors... What's the age limit?

I was wondering if there's an age limit for favors? My kids are toddlers but we are inviting some family friends who have children who are 12-13. Do they still get favors? My DH had two views... "Teenagers don't need little favors anymore" "But then again, we still get favors at a wedding as an adult..." What do you think?

It was the first time ever I didn't create favors for all the kids and I missed it! My favorite part of a kids' party is always making the gift bags themselves!
