What counts as "stretchable fabric"?

I'm planning on making the Eva Dress (the one on yourstylerocks) for a friend's wedding this spring but it's been awhile since I've dealt with knit and am not sure what really counts as "stretchable fabric" (the only real reference to what sort of fabric I should use in the pattern instructions).
I'm assuming I want something light to medium weight for the proper drape. Would anything over 20-30% stretch crosswise enough? Is it possible to have too much stretch? I'm thinking a lightweight double knit would be fine but I was hoping people with more experience would know best.
