There are 13 plus size pants patterns on the Burda Style website (I believe they all appeared in the magazine at some point).

Go to Pattern Store, select the "pants" category, and narrow down by size at the top.

Most are $5.40, but two are $3.

Not sure wether you need to be a registered user, but registration is free anyway.

I've downloaded free pants patterns from m-sewing.com, but I've not used them yet. I've also been to the burda site but get discouraged at their lack of plus size options. craftstew.com/sewing/34free-pants-patterns has links for several free pants pattners as well, depending upon your abilities.
You could also make a pattern from a pair of pants you love.
