Question re the "lengthen/shorten" line on back heel

Hi,
I'm sewing this pattern in 3 different adult sizes. I finished one pair in the largest size (13) using the pattern pieces given and the all-around finished top length came out pretty even. I want to sew a smaller size (7). GP uses the same heel piece for all sizes, but it has a lengthen/shorten line on it.

When I pin the pattern pieces together with the smaller size, the heel piece is longer (comes further up than the front piece). Do I need to shorten it, or does it all even out somehow in the end? It's difficult to tell until sewn as the 13 didn't look right either at first.

Why would they give a L/S line on it? Is it only if you need a size smaller than the smallest size or larger than the largest? Their description for using L/S line in the instruction is vague and I don't know when it should be used. Thanks :)

Actually, as I read the sheet yet one more time, the instructions are more confusing and contradictory than they are vague. All three pieces have lengthen/shorten lines (sole, top, back heel) yet for the heel piece their directions they state "heel will remain the same - no change". Why the L/S line then?

I use this pattern all the time. I do not lenthen/shorten any of them. I trace the pattern outline for each size.

Thank you for your reply! I'll cut the sizes as traced then and not worry about the L/S line on that heel piece.
