Most vest patterns are designed with an armhole that is different from a bodice armhole. Its bigger and sits lower. Its not designed to accept a sleeve.
You may want to use a bodice pattern that fits you alter it into a vest by lowering the neck and making a front button closure.

The vest fabric looks to be a knit, and I would use a knit sleeve pattern that does not have a full cap like the one you have tried.
As Sandi has said the vest armhole may be bigger than a blouse armesyth, so you could go up a couple of sizes.
