I got a free pattern online for a 2T little girl underwear...my daughter is only 21 months...thighs fit..but the tummy & sides a little to big..easy way to downsize...?

Do you mean for over diapers?
There are 2 cute free patterns for diaper covers under:
Ruby Bloomers
dana-made-it.com
Measure with diapers on to see how much width you want to take out from sides, but these are made poufy to allow for toddler movement.
If she's trained (congrats!) you can copy a pair of RTW.

I was just talking about underwear..she is out of diapers..(YES!!!) Except at night...
I am new to sewing...tried just regular stitches & she busted them putting them on..need to serge...
But all the ones online are way to big..except for in the thighs..she has some legs..

Since it fits around her legs I would cut a wedge or see a dart so it stays the same at the bottom.

Honestly, they grow so fast I wouldn't bother if it were me. I find kids underwear - like all their other clothes is either too big or too small and only fits perfectly for like a week.

How much do you need taken out of the waist? Could you simply curve from the edge of the thigh up to the waist as you cut out the fabric?

I'm by no means an expert. I'm still working on getting two of my own underwear patterns to fit just right.

I need to get a curve ruler..was just trying to cut it down...but seems to be a lot harder than it looks...

How about just using shorter elastic for the waist and stretching it more? That would make the waist smaller.

I don't want to use elastic so much...would rather use stretch knit...
looking into a curved foot for serger...???
