My woven fabric has length wise stretch (a touch of lycra)-not the usual crosswise stretch. What are the benefits of the length wise stretch?

You usually want the greatest degree of stretch to go around the body.

What are you planning on making with it? The biggest issue is that you could end up with the garment stretching out lengthwise due to the weight of fabric. Would it be possible to lay your pattern pieces on the cross grain (I've done this many times)?

None. You'll want to cut it on the cross grain.

A sheath type dress and jacket. The pattern calls for a woven fabric. I was wondering if cutting it crosswise would cause any issues I need to aware of. It does seem like it would be more comfortable to wear with the stretch going around instead of up and down. So, why do fabris have a length wise stretch at all?

Don't have an answer for why but I have come across some fabrics like this -- I have always cut them out on the cross-wise grain so that the stretch is going around the body.

Just follow the cross-wise grain and you should be all good.
