How to assemble gathered layers

I am making two flower girl dresses but could not find a pattern that I wanted so I'm modifying a Butterick pattern by adding an organza overskirt. I've made the overskirt bigger than the gathered main skirt because I want it to be more "poofy" than the main skirt. I'm about to attached the skirts to the bodice but wondering what is the best technique. Should I gather the organza and stitch it to the main skirt before I gather the main skirt, then gather them together as one? Or should I gather both layers independently then stitch them together? I did this once more than a decade ago & I can't remember which technique I used? Any ideas are welcome!!

Teri - I think I would gather the organza enough to fit the main skirt then gather them together. As someone who once vowed to never, ever sew gathered skirts again after doing about a million yards of square dance skirts in my youth, I am back to this sort of scenario. I will be sewing something like this with a lycra skirt and organza over skirt if I ever get moving on my next gown. Would love to see photos of the finished dresses.
