I have supportive power stretch but its itchy, should I just make a sandwich with the power in the middle and fashion fabric with the same stretch on top and a soft lining like silk muslin.

How should I sew it together? Do I need to quilt it?

If it were me, and I wanted to cover the power stretch, so it wouldn't itch against my skin, I would put the stretchy fashion fabric as a lining. you won't want to line it in anything that isn't stretchy as well! but I think that 3 layers would get a bit bulky. So I'd just stick with lining it, unless you really didn't want to see it at all.

Have you tried washing the fabric to see if it softens to the touch?

I have found that the power stretch was not really itchy, but it was grabbing little skin hairs and holding them so they were uncomfortable/pulling...=itchy!
