Ten minutes before the show is scheduled to end, the talking heads think they have to do a long, drawn out intro when they could just do a ticker tape across the bottom of the screen!

Why they do this may depend on what the interruption was for. If it's an urgent news report, they assume life is more important than shows, and they sometimes cut in. Not sure what context you're talking about.
