My husband has the dreaded disease called "the noassatall" but a big belly. He has a suit that is a 46 regular and the pleated pants are a 43 waist. The legs and the butt are huge on him. They look like they're two sizes too big for him even though they fit him in the waist. Do you think I could take the legs in and make the butt smaller?

I think Jeff Foxworthy has a good imitation of this!
I believe suit pants are styled for wearing suspenders. This helps to keep the belly from pushing the pants down.
You can make the seat of the pants tighter by taking in the legs at the inseam.
Baste out the excess and see how they fit if you can get him to do this (after stepping out of the shower or when getting ready for bed is the best time to catch them without their boot/shoes and britches, so there is less complaining.

Observation - they seem perplexed that they have to buy jeans/pants with shorter inseams. It's the hang-over that is causing the pants to push down, make the seat bag, the crotch hang down mid-thigh and the pants leg appear to be shorter.....I have one of those guys! A laugh a minute.
