it is an articficial velvet with knit back I was going to line it completely by sewing the line and fashion fabric together before constructing with a french seam . My question is do I need to have an interlining since I want it to have a little drape?

My guess is probably not, as your "articficial velvet with knit back", sounds like to me it may be possibly upholstery fabric with a non stretch knit base and just applied flocking to the top of it instead, so it would have actually no cut fibers and woven kind of fibers even standing up from the fabric surface on it. If it's like that, it's probably way stiff enough and heavy enough to already have a lot of weight and drape, just since probably not made for sewing into most garments anyways. But the way to tell, is to just unwrap some from the bolt and drape it over your own shoulder to see what happens to it then. Or maybe take a photo of it, front and back of the fabric, and put it in your post, as without that, it would be really hard for anyone to know exactly what kind of fabric it might really even be.

O.K. I will learn how to post photos. The fake velvet has sparkly beads on it and I got it in the clearance .

It's stunningly beautiful hence the reason it told me to buy it. lol

Being that it has all those sparkly fake beads I doubt its for furniture. I also brought in a swatch to JoAnns and had a nice lady with lots of sewing behing her belt look at it , she didnt mention anything.

I will try to learn how to put a photo. Thanks

Dana
