this pattern is a tiered maxi skirt and calls for a lining. Can I successfully do without it? I plan to use a gauze fabric for this

You can do whatever you like, just because a pattern says lining, doesn't mean that you have to put one in, however you'll have to possibly finish off the seam allowances differently if it is unlined. Also if your fabric is sheer, even though the pattern doesn't say lining you'd want to add one in or look for a slip to wear under it. It's your project have fun with it.

It's not really tiered - just has a yoke in those 2 views. And the other 2 views don't have a lining at all.

I would suspect there is something uncomfortable about the seaming at the yoke. It also says the yoke is self-lined, so perhaps if you only did that part, it would encase the gathers or whatever else is bad about the seams.

Depends on what you consider a "success" if a lining is not used. Do you mind if the skirt shows your silhouette when in bright backlighting? (A simple cotton half-slip worn under would solve that.)
Some thin fabrics look nicer & wear better with a basic lining. The choice is yours, no wrong or right answer! What would suit you best?

I had to laugh at this. The silhouette thing SO does not bother me. I have been anti-slip since I was a kind and my mom made me wear them! She has since reformed and rarely wears them now. I used to tease her, "oooh, you can see the outline of your legs! for shame!"

Yeah, likewise, but a lining sometimes/often makes the dress hang better.
