How far from the bust point should darts end?

I've heard darts should end 1" from the bust point. I've also heard that the larger the bust, the further away darts should end. What do you think is best? Does it depend on the fabric, or on the dart placement (side, shoulder, waist, etc.)?

No closer than 1". Just for the reasons you mentioned. And yes, depending on those reasons or the style, it could end even farther away.
A dart that approaches from the side or top to a large bust point may get away with 1". Not so if it approaches below because of the pronounced curve underneath. But a smaller bust with a dart underneath may be fine at 1".
It depends on the look you are going for.
