I already know this is not the greatest of machines , but it was given to me by a near stranger, so I am grateful. (And saving for an upgrade). Anyway, when i press the lever on the front of the machine to do a reverse stitch, it does not do anything, but continues to sew forward.
Any suggestions to troubleshoot this issue? The manual did not offer any solutions.

If you can't get it to work, just pivot the fabric with needle in and sew on top of your previous stitches to reinforce them.

You might just need a $3 container of sewing machine oil. It's worth a try. As it is a machine full of metal on metal parts that all move on each other., and all need oil eventually. Maybe eventually is right now.
See if it can ever stitch backwards at all, by choosing and picking some of those other stitches like stitch choice L or M or N, if they work, and it even sews backwards at all for parts of those, your feed dogs are fine, and your workings between the reverse lever and feed dogs are just stuck or hung up instead.
Then take off your stitch plate and your bobbin out of there. Undo the one screw on the left hand side cover that holds on the cover over your needle area and take that off. Now push up and down on your reverse lever there while watching it and your feed dogs, and see everything that is linked to it and trying to move to your feed dogs, is or not, and just give all moving parts there, including behind that lever and at your feed dogs a drop of sewing machine oil, and wiggle all back and forth a lot. Hopefully you will get it working.
If not, then I guess just don't use reverse or you may not be able to use any of those other stitches, that need reverse feed dog movement either. You are right in that it's not the greatest of machines and probably most others would be a lot better no matter what, but it's what you got right now, and if you don't have something else to use in the mean time, might as well at least invest the $3 in sewing machine oil on it, to try to get it to work.
