My sister and I were dress shopping and due to her odd shape/size she couldn't find anything. (she is 5'6" size 18-20 with a N cup)
She purchased a pattern and fabric and wants me to help sew it.
Simplicity 1606
Since I have a petite bust I have never had to do this type of alteration before but I am helping her sew it (I will probably end up doing most of the sewing sine my machine is better)
What is the best way to do this alteration?

Which view are you planning on doing? Luckily you are working with princess seams. Do you have Fit For Real People? It is my "go-to" for FBA's. Perhaps some of the ladies who are a bit more endowed than I am, will chime in and have some answers.

Get the book. You'll get a lot of mileage out of it. And also, View C has a sheer portion to the bodice. For the full-busted figure, opening the neckline in some way is more flattering than a jewel neck. The unbroken expanse of cloth from neck to waist can look heavy. Suggesting, scooping the neck to a U-shape or a V-neck, or considering the way View C could work. Let us know how you're doing.

I will suggest that but she doesn't want to go without a bra. I will look for that book too even if it goes on my Christmas list.

I don't have FFRP (yet) but I have found tutorials demonstrating the method that really helped me learn how to do FBAs (and the lovely sewists on this site, of course!)

Try Sewaholic's tutorial on a blouse, which I found incredibly clear and easy to understand. The only thing I found wasn't clear to me until later was that the FBA increases the size of the waist, which means the bodice won't match the skirt any more.

The same method is explained (and demonstrated) in By Hand London's tutorial, but they show you how to alter your pattern so it still fits the skirt.

This link talks about FBAs and gives you some help in figuring out how to adjust your muslin if you still need more room/adjustments.

I am using this link to adjust my own muslin for my FBA...
