The jean pattern I'm using calls for 'stay tape' at the waistband. The pattern was designed with stretch denim and I'm using non-stretch.

Is 'stay tape' necessary for non-stretch?

All my RTW jeans do not have tape in the waistband so I'm thinking no.

I wasn't sure where to put this question so please move if needed.

My jeans pattern has a contour waistband putting part of it on the bias, so yes I tape the waist on that band. I do not stay a straight band, but if you don't want it to stretch at all I'd just cut it on the straight grain, even if your fabric is not stretch. The cross grain is less stable than the straight.

Even non stretch denim stretches so if you want the waist band to stay the way you sew it, then use stay tape.

Stay tape is used to keep an area from stretching, especially when it's cut even the slightest bit on the bias. It's similar to stay stitching around necklines and shoulder areas. So to answer your question, yes, use it. You can use a piece of cotton selvedge if you don't have any stay tape.
