I am a fairly new sewer, and I'm thinking about putting together a mini-wardrobe to work on. I'm always chilly, and a bolero or simple jacket would be a welcome addition. Do you have a favorite, simple, TNT bolero or jacket recommendation?

You might consider looking at KwikSew patterns with an open mind. The results are always better than the illustrations would suggest, and their construction techniques are simple, slick and very RTW.

Simplicity 1621 has an interesting jacket. I just traced the pieces - only 3, front, back, and sleeve. Just be careful to choose a fabric where the reverse side can show.

If you'd like to try one w/ a lining, S2183 was also nice and simple - and gives several choices for "sleeves" (including none) and closures. I'm glad I did a muslin - the sleeves were tighter than I expected.
