Have just added cowl to top and since I have a short neck back of cowl sits almost at my ear!
Have thought of tapering cowl from side to back or scooping fabric out of the neckline.
Any suggestions would be greatly appreciated.

Pleat or gather the cowl at the center back. I've seen some nice ones that added the same detail - pleats or gathers- in line with the shoulder seam, too (below your ear!)

Love Karla's suggestion to gather the center back of the cowl, and yes yoU can also adjust the cowl pattern pieces. Rather than a rectangle, curve the back 1/3 of the rectangular pattern pieces so the pieces are shaped more like a comma.
