There are so many wonderful dress patterns that have me totally gaga right now. Problem is the ones I tend to go for are collared or otherwise cover most if not all of the chest area. This isn't so great when that area is double super-sized. They tend to look ok on me when they have some sort of peek-a-boo element in the high chest area. Is this easy to add to dresses that do not have these elements? Are there any tips you can give me about designing, cutting, or sewing them?

Would an ornament in that area work as well for your purposes? You could try an applique, or a lace motif (crochet it yourself if you crochet, or buy white ready-made and dye to match), or some embroidery, or beading, or wear a nice brooch. All of those would draw the eye upwards as well as a cutout.
The edges of a cutout would need to be handled very carefully so they would not stretch . . . can be done but requires care . . . placement could be an issue if you don't want any surprises when you bend over, and it's quite a dramatic look to have on everything you own . . . so I wonder about having a variety of techniques in your draw-the-eye-up arsenal . . . hope you find something that solves . . .
Maybe also a statement necklace?
