So I seem to have the worst luck with these.
First year, 2009 I waited a few months and never arrived. So I got online and learned I needed to request. Did that but in Aug it expired. So ordered again. Drove 30 miles to nearest big city (lived in MT then) but had forgotten to print out my PR membership so could not activate the VIP card.
So now its 2010, I renewed PR and was getting ready to make the drive to the city after the snow melt. But I couldn't find the JoAnn VIP postcard so ordered again. Never came. Requested again and arrived and in June 2010 I get it activated- good 2 months. So I go through everything again in Sep.
In 2011 I moved in Aug. All mailed forwarded but some things got lost in the jumble and JoAnn shopping was not a priority.
Then 2012. In April I was prepared with my renewed PR membership printed and my VIP postcard. It was a super busy day. The new(?) staff needed help to figure out how to do it. I was quite embarrassed with a boatload of stuff to buy and holding up the line as she called for help. Then I couldnt find the PR sheet I had printed out- later found it still on my printer. So I repeat the process on my next trip into town and have a VIP card good until Aug. i go through it again in Oct.
Two weeks ago I get my new VIP card, activate it and then lose it somehow at the JoAnn counter! I know this because when I got to the car I had forgotten something, went back to buy it and did not have my new VIP card in my walket ir purse. The clerk remembered I had been at her register just 15 min earlier. The store was searched, perhaps it was lost in the parking lot, who knows?
So I reorder and when the VIP card arrives, I print my PR membership and it is errand day. I have time but I don't need anything from JoAnn.
The VIP card says only to bring it, my membership card and photo ID. It does not say purchase required.
So I go to JoAnns, stand in a short line and am told that they can't activate it until I buy something. I dont NEED anything, the clerk just smiles and tells me to bring it back when I am ready to shop. So I leave and am burning a bit inside for wasting time.
I do more errands, cool down, and later I am driving at the other end of the city and decide to go to the other JoAnns. No one in line. Clerk there tells me she cant activate because it is already activated and ready to use. I said she needs to complete the store manager line and she tells me she cant do that until I buy something!
So now there is a line, I don't want to make a scene, I am mad again because now I have to find something to buy if I want to get the process completed- and I gave to get back in line.
So I get one spool of thread, the lady smiles, we are both overly polite and she completes the process for the VIP card and I'm good for 12 whole months- again.
So is a purchase always required to activate the VIP card?
Yes, I am venting. Actually I feel much better now but I still don't think, it should matter if I buy something or not!

No. At least it was not last year when I activated my card.
When in doubt, check with corporate.

No purchase is required, of course mine was a few years ago, I just walked in, found a manager and had my card activated/signed by the manager. The clerk was wrong. Why would you have to purchase something if nothing was needed at the time? That's odd.
BTW, see below. No where does it say you have to make a purchase.

Is the PR Membership card supposed to have an Expiration Date on it?

Absolutely no purchase is required nor can they institute their own store policies as they are not individually owned. I think it's wonderful that you kept your cool. You should still report it and hopefully they will correct the policy.

FYI, my Joann's has never asked me to validate the card; I don't think I've ever signed it. I just present it, they scan the barcode, and voila.

I wasn't told that I had to buy something either last year or this year when I activated mine. I just went straight to customer service when I walked in the store and got it taken care of then I went off to look at stuff.
it doesn't matter what type of sewing you do. you are sewing, and sewing is good.
