I have to opportunity to purchase a Designer Ruby (NOT Deluxe) for $2550, including shipping and insurance. Comes with all the original items.

Is this a good price?

It seemed high to me til i checked ebay--most of the recently sold rubys were the deluxe model consistently around $3500. The 2 rubys i saw were in the neighborhood of $2500. Based on that it seems pretty fairly priced to me. I'd love to know what a dealer would charge for the same machine with some warranty. I see you have other Vikings so it can share feet. I believe this was a very popular model for Viking going back quite a few years now and it surely has retained its value quite well.

I don't think it's a steal, but I wouldn't feel cheated either. As said above, it seems like a fair price. 134 hours isn't that much either so that's great.
