Does anyone know if there is a way to control the amount of stretch when shirring??

I'm in the middle of this little top with 3 double lines of shirring at the bottom and I've put two of the double lines of shirring around but it's coming out too tight. It's to have three lines of shirring but I've halted, wondering what to do??

I can get it on, no stitches breaking, but it's too tight for comfortable wearing, so just need a little bit more elastic?

I'm wondering if I have to take it all out or if I can maybe add some more elastic somehow? But then, if I do take it all out I don't know how to make it 'less tight' next time I'm sewing it ???

Help??!!
