Do you have a pattern you're following? I assume you're using a sewing machine (as opposed to a serger). Do you want an elastic waist, a drawstring waist, or both?
There are a few ways to do an elastic waist. You can fold the waistband down and sew it, leaving a few inches open. Draw the elastic through the waistband, sew the ends together, then sew the hole shut. If you're using a drawstring, you need to make two buttonholes to pull the drawstring through. You can sew the waistband completely closed before you pull the string through.
Or, you can zigzag the elastic onto the edge of the wrong side of the waistband, then fold it to the inside, and zigzag again to hold it in place. This is a little trickier because the elastic should be slightly smaller than the waistband, so you have to stretch the elastic as you go.
Welcome to PR! I hope you've found the Men Who Sew board. I find the people here to be VERY helpful! One quick hint, though: Please don't type in all caps, it conveys you're shouting.

Welcome to Pattern Review, great to have you here!
Here is a link to a blog by a fellow PR member, Melissa of Fehr Trade. She is a runner who put together a tutorial on sewing an elastic waistband, in her photo tutorial example she is making running tights.
