You are stitching the fabric to give it some strength (vs attaching two pieces of fabric together). The fabric will be doing a tight turn there, and it can't make it without getting all bunched up. So you have to cut the fabric in order for it to lie flat in the finished garment.
On the pattern pieces will be a couple dots; mark those spots on your fabric. Then stitch along the seamline (in this case 5/8" from the edge). This stitching will stay there forever. After the stitching is done, take your scissors and cut the fabric from the outer edge to - but not through - your stitching.
This allows the fabric to open up navigate the corner, so to speak, and still lie flat.
With a great wardrobe that's still in the flat-fabric stage.

Very succinct AnneM. We should perhaps just add that since this line of stitching stays in it would be a good idea to have the thread as close a match as possible to the fabric (just in case the next line of stitching wobbles a bit)
