Saw this on RTW and it works. Cut your knit binding 1 and 1/2" + extra length and Serge one long edge in contrast or a color of your print. (Cutting it in a circle will give you more ruffling.)

Sew unfinished edge Right side to Inside of the neckline in 1/2" seam, then flip over the SA to outside and stitch down above the serging, which makes a trim with a little ruffling. I finished one for GD by starting in the front instead of shoulder or back, then lapping ends and adding a button at the center.
