Here are the (online) Burda Patterns for Plus Size Skirts. I think most of the good ones for chiffon would require you to draft a lining (the tulle skirt for example, or the skirt with tie bands).
The Colette Zinnia would be perfect, but it only goes to size 18 - closer ot a RTW 18 than a Big 4 18, but may still not be enough for you. (Waist is 38" in Colette size 18)
S1812 might work - View B has a double layer, you could either make the longer layer on the outside, or make them the same.

I use the Favorite Things Hope skirt (V040). It is sized up to 22 and easy to put together. It has an elastic waist, but because it is cut on the bias, it fits nicely.
I have used this skirt quite a bit, both for long and short skirts. It would be easy to line also.
height 5'2" bust 36, waist 31, hip 39.
I have way too many yards to count, and I will never use them up, but I will die trying!
