Most of the European magazines don't have seam allowances added to the patterns, so in addition to Burda: Ottobre, My Image, La Mia Boutique and Knipmode.

Farbenmix can be added to the list. As far as I know most European patterns have no seam allowance added.

I have a Burda pattern for a jacket and it does have hem and seam allowances.

Most European pattern companies produce patterns without seam allowances. Pattern magazines without seam allowances: Burda, Ottobre, La Mia Boutique (Italian), Patrones (Spanish), Meine Boutique (German), Sabrina (German), Diana (German), Knipmode (Dutch), MyImage (Dutch)
I'm pretty sure there are more but these were the ones that came to my mind first. Knipmode offers download patterns as well.
