Oh pretty. What about Butterick 6473 as a place to start? You'd have to remove the shawl collar and draft the closure, but I think it's about the right shape.

That is a beautiful jacket.

Style arc has a couple of patterns that could be of use.

The Janet Jacket is collarless and has similar princess seams (but no peplum). You would need to draft the crossover closure.

Whereas the Marni Jacket Has a peplum and armhole princess seams. It is designed for ponti though.

I found a mccalls 6800 (OOP) that has the same princess flair at the hem. It is a long coat, but it looks like it would have enough flair if cut at the hip. then you would only have to have the Center front line as the edge of the pattern or slightly more, and eliminate the collar and extend a tab for a buckle. I would buy the buckle first, to get the one you like. But the hem on your inspiration seems double, or maybe that is the way it hangs??
