Beautiful dress! The waist measurements are FINISHED (elasticized) measurements, the ungathered measurements are more like the hip measurements given on the pattern back. So the given measurements for the waist helps you figure out, how long to cut the elastic. It is smaller than the real waist measurement of your girl, but the elastic stretches.
