This is inspired! I love that you made your skirt out of pants. The strips at the side do look cool. Did you happen to save the tags of the pants? It may give an idea of the fabric content. You could search for twill blends online and get swatches to see if there is similar yardage available somewhere.

I like the side treatment. Overall, a good use for some chinos. Couple tips: compare the waist and hip measurements of other patterns for fit/size and keep a list of finished measurements of things that fit you well. You can't go by size alone. Sizing and ease can vary quite a bit regardless of the brand. Since there's a rear seam, you could make another seam. You could get away with pressing it over to one side and stitching down. Who's really going to notice? Stitching down the top inch or two of the pleat is an option. Pockets would have been nice. If you have the fabric, you could make a rear patch pocket repeating the triple stitching on the side. Ooo just remembered... if the pants were new, they might shrink a LOT. I preshrunk cotton twill in hot water. I made pants and after the 4th or 5th wash gave them away because they were too tight and short.
