A lot of pattern companies have the finished garment measurement on the pattern envelope, although for some reason Vogue has the most useless finished measurements on the outside and the useful ones on the pattern tissue.
Look at the finished measurement when picking a size. For myself, my hips are 102 cm, so I choose the size with the closest finished measurement - around 101 or 103 cm. Unless you want something really loose-fitting, more than 2cm bigger than your hips will probably be too loose.

KerryB said... I am one size smaller in simplicity skirts as well. Try the smaller size and see how it works. I didn't have to make any alterations other than go down a complete size. Try the directions on the zipper package, rather than the pattern directions and see how it works. I like them better. The only thing to keep is the half inch seam on the left side and the 5/8 inch seam on the right so the zipper does overlap. Would love to see a picture of your skirt.
